Note:- The Association was formed at Virbhumi the Samadhi of Rajiv Gandhi by taking a oath on the birthday of Sonia Gandhi on 9.12.93 That our motto will be social service and a knowledge the policies of Smt. Sonia Gandhi to general public. At this occasion Smt. Sonia Gandhi was nominated as Chief Pattern.

• SOCIAL:
  1. It is a social organization to arouse the sentiments of general public as self dependent and follow the Gandhian ideology to formulate the policy for Ideal citizen and social service.
  2. Organize free medical camp for poor women.
  3. To organize committees at village level to awaken the people for unity, sovernity & democracy of the Country.
  4. To awaken the general public to shun corruption at all levels .
  5. To awaken the youth regarding problems of tosciacay and forticide of unborn.
  6. To provide Scholarship to Boys/Girls of Economical backword and provide the uniform/clothing
  7. To awaken the people about Indian Culture
  8. Financial help and donation are accepted to complete work.

  POLITICAL:
  This association is completely follower of Nehru Gandhi legacy and decided to follow solidarty of Indiraji , Honesty of Rajiv Gandhi and Supreme Sacrifice of Smt. Sonia Gandhi to strengthen her.
  The association will recommend the names of honest and ables and credible workers for Assembly nomination and help them whole heartdly. It is important to indicate that if Smt. Sonia Gandhi direct to disband the organization. Only national president is authorized to direct the workers to take part in election independently or not.

  PATTERN:-

  1. National level: two pattern.
  2. One Pattern in each state.

  RULES
  Membership :- All the adult male/female who have attain the age of 18yrs and has interest in social service can be member of Association.

  Association has three types of members as follow

  1. General Members :- Any adult can be member of the association who believes in our Idiology without paying any membership fee.
  2. Active Members :- These members will pay Rs.20/- per year. All the District/Block office Bearers will be form active members. Three year membership taken.
  3. DELEGATE MEMBERS :- Any member who arrange to register 50 active members on his behalf will be delegate member. It is compulsory to be delegate member for Election to Block President/district President/District cell President Executive Member of state and all other senior nomination.

  NOTE:-
  After the expulsion or resignation membership fee or donation will be forfitted for national office bearer and state president is compulsory to made 130 active member per year and state president wing and state acting president is compulsory to made 80 active member for three year. In each state 5000 active member is compulsory.

• • Disqualification of Members:-Any member who falls in the under memntioned category will stand disqualified.
    1. Final vedict of court against individual in any crime stands disqualified.
    2. Insanity or mental inbalance.
    3. Who do not believe in associations ideology.
  • Oath
    All members have to take oath as under :-I………………………………. being the member of all India Sonia Gandhi association solemnly that I will energies to the people of country for improvement of the country and serve the country all heartedly. I affirm that I will obbey the formulated rules, senior without any if and but and abide by rules of association and loyel to Nehru Gandhi family.

• ORGANISATION
  1. 1. National Executive: The duration of National President will be the attain the age of 75 years or able to do his job. He is authorized to appoint his nominee but he must have be state president at least for six years.
        He must have worked as Zonal President at least 6 years. The National Executive committee has the strength of 51 Members, including National President, 4 Zonal President / Sr. Vice President, Vice President 10, General Secretary 7, cashier 1, Organization Secretary 8, press Secretary 4, Secretary 8, Joint Secretary 8. Term of National Executive is three Years. In absence of National President, 1st Senior Vice President Act as acting National President.

  Note : National President has veto power on any resulation.

  1. National Niti Nirdharak High Power Committee : National President made a high power committee from national executive it meet every three month. Working terms is for 3 years President of the committee is the National President it include to Senior Vice President/ Zonal President 1, National Vice President 1, National General Secretary 1, National Organization Secretary 1 and National Secretary 1, National Joint Secretary 1, are its member. Corrom of the meeting 1/3. If any General Secretary not present in the meeting then any join secretary right the proceeding of the meeting.
  2. National Political Advisory Committee : 1 Senior Vice President/ Zonal President-1 its chairman and include 10 member nominated by National President. It include 4 National Office Bearer and 6 from State. Meeting corom 1/3 and meeting place Delhi or Hisar office.
  3. Zone Level:-
     The association has been spilt up in 4 zone.Zone 1. North India, Jammu Kashmir, Himachal Pradesh, Punjab, Haryana, Delhi, Chandigarh, Uttar Pardesh, Rajasthan, Uttarakhand
     Zone 2. West India, Maharashtra, Gujrat, Madhya Pradesh, Goa, Jharkhand, Chattisgarh.
     Zone 3. East India, Assam, Nagaland, Bengal, Meghalaya, Manipur, Mizoram, Tripura, Arunachal, Bihar, Sikkim
     Zone 4. South India, Karnataka, Kerala, Pondicherry, Tamilnadu, Aandra Pardesh, Telegana, Udisa

  Zone President will be appointed by national president and his tenure will be six years and his Post designated as Sr. Vice President National.

  1. 1. State level:-

  State president will be appointed for 3 years by national president. State president will appoint 51 member committee of the state. The committee will be included the state president. State Acting President, Vice president 8, General secretary 4. Organisation secretary 8, Treasurer 1, Press secretary 4, Secretary 12, Joint secretary 12. Tenure for executive will be for 3 years.

  1. 1. District level:-

  District president will be appointed by state president for 3 years. The district executive comprises of president 1, vice President 4, General Secretary 4, Organisation secretaty3, Press secretary 2, Treasure 1, Secretary 6, along with 29 executive member.

  1. Organisation at assembly level:-

  Constituency president will be appointed by state president for 3 years. The executive comprises of one president vice president 4,General secretary 3, organization Secretary 3, one treasurer are tow press secretary 6, secretary along with 30 executive members.

  Note:-
  Form all above post 50% will be nominated by national president rest constituency president district president and state executive members will elected by delegate member vote. All above post are honorary and there reservation according to national executive. To become Zonal national executive state organizer state executive required to have 50-50 active members at there credit. National principal general secretary, National General Secretary 1st. State general secretary first will be reserve for lady. The reservation will be at all level expect national heads executive will be reserve at 15% ladies, 10% S.C. and 10% backword class members. State president Cell, active president and state office bearer, Distt. President, constituency. President will be given appointment letter, after submit the copy of membership to the office. For the 1st time zonal president will be appointed for one or two years and can be exetanded at the satisfaction of works. All the zonal president national executive members zonal organizer have to contribute donation to the national office every year.

• Duties & Rights of General Assembly
  General assembly is comprise by all active members and are supposed to decide the polices. They are suppose to pass budget to organization once in three years & introduce new plans and get it approved.
• Corum & Information for meeting of general assembly
  General assembly will organize a meeting once in three years which will be called Maha-Adhivestion. The corum will be one third of the members. All the members will be indormed of meeting 14 days before the commencement of adhivestion.
• Information & Corum of executive council
  There will be meeting once in a year of national executive & state executive it can be called again if necessary (more that one). The corum of council will be one third of the members. The information must be send 14 days before the meeting. The emergency meeting information must be send seven days before the meeting.
• Rights & Duties of National Niti Nirdharak High Power Commiittee
  At national level this committee deside all polices decision & implemention of these polices will be under the its controls this in highest authority
• Rights & Duties of National executive council
  National council executive will deside the policy and its implementation special occasion if arised will be completely under the national executive and implement there decision. The approval of budget of association made by executive council.
• Rights & Duties of National President
  National president is above all the other members of association and have all righta and national president has all executive power embraded with the organization. Such works those are not include in any chapter are not written anywhere. The national president can issue a decree for all such rules & his decision will be final. National president can appoint any one at any time or organize the council or dismiss the committee . The meeting of general assembly and executive council will only under the permission of president. National president is empowered to take dicision recarding the date of meeting place and agenda to be approved. Lack of courm lead to postponement of the meeting. The association is bound to issue the receipt of annual fee, donation etx as per rule. National president is empowered to appoint dismiss o disburse the work. He can appoint or terminate the employee. He is to look after the election at the level.
• Rights & Duties of Zonal President
  Zonal president are empowered with all rights and duties embarded by national president to conduct work smoothly in zone area.
• Rights & Duties of 1st General Secretary
  1st general Secretary. Bound to obey the order of national president and look after the work of all office bearer. He bound to communicate the order of national president to all office bearer. The working period of general secretary at the sweet will of national president. Any omission of oath indisciplineshe can he dismiss by national president at any time.
• Rights & Duties of Vice President
  Vice president is suppose to do social service and collect funds and work as coordinator in the organization.
• Rights & Duties of General Secretary
  He suppose to informe all members about meeting agenda. He is bound of to maintain the record and bound to obey the orders of national president. All the correspondence record will be maintained by him. All the general Secretary. Will work in terms there duration of work depend upon the sweet will of national president.
• Organsing Secretary.
  Organ sing Secretary. Will work for strengthening of association and coordinate as parbhari also
• Treasurer
  To maintain account of income and expenditure of association.
• Press Secretary.
  Press Secretary. Suppose to spread the ideology of association and keep the press informed about there work.
• Secretary.
  Secretary. Will enhance the membership of association and look after work assine to them has public relation member.
• All the National office bearer those are assigned as parbhari by National President are directed to look after the association with full vigour. They are suppose to issue directive and suggestion to all related office bearer to work for social activity in the state the parbhari of the state can recommend the termination of any member about the in afficiancy to national president. The duration of parbhari depend upon the sweet will of national president. All the zonal president and state president are impowered in their territory to rights imbared to national president at national level.
• The office can be made at any place of the state as desired by zonal, stat, Distt. and Block President.
• All the problem arouse in any of the any place under the jurisdiction of association national head Quator will be responsible for legal proceeding. All the legal proceeding will be look after by general secy. As appointed by national president. All the legal cases will be looked after by gen Secretary of association and he will also attend the court.
• All office bearer appointed in the association have to declare the income every year and donate 1% of the income to the association and the membership fee for three year during the month of December/January. If fail his status will be seized as member of association. The woman and S.C. has to contribution 50% of general candidate. National Office bearer and state presidents is compulsory to donate minimum 2000 rupees annual.
• I card of National executive and state president issued by national president state executive Dist. Executive and constituency executive by state president. If the appointment is cancelled than deposit the identity card in office.
• The total amount collected by organizer of office bearer and respect state will be retained as different level as under. 50% at of collection will be retained at state level organization. 50% will go to national level and if funds are collected for social work its 70% will remain at dist. Level 20% will go to state level and rest 10% will be deposited in national level. All collection will be made through proper coupons issued to donors. And coupon are printed by state office.
• Distt. Level organization will be 50 at constituency the membership fee will be deposited at state level. A part from this id dist. President of area organizer enroll more members its 50% collection will retained in account of dist. Treasurer or area organization so that they could meet there urgent need for arraigning the organization.
• For the expansion and knowledge of general public a newspaper, will be publish monthly its annual subscription will be Rupees 500\- it will be send to all block to national office bearers. The office bearer are bound to the member of the publication., The subscription will be directly send to editor or national office.
• Income of association through membership and grant in aid will be spent for maintained of the office and expansion of activities of association and other donation will be spent for social uplifment.
• A editor or committee appointed for account will report to state president. It will be presented in general house for discussion.
• Account be maintained in nationalized bank. It will be authorized signature of president. Cash in hand is National office 200000/- and state office Rs. 50000/-.
• The day of commencement of association will be from 1st April to 31 March.
• All the distt. President and constituency president are directed to complete the composition of there committee within 3 month if not there appointment will remain cancelled.
• The national president zonal president and state president are authorize to extended the tenure of any office bearer or can terminate or to reduce the tenure. But membership can only terminated by national president.
• Any person can be appointed for more than one post by national president only.
• National president can spend 3 lacks and state president 50 thousand annually for the welfare of association. Its record will be maintained separately.
• The tenure of national executive is for 3 years where state/dist./constituency executive will be for 3 years also.
• If the corum of house is not complete the meeting will be postponed. The information will be given for next meeting instantly. There after there will be no need for corum and meeting will commence without the corum and present members will complete the meeting.
• Every state has three wings i.e. women wing youth wing and S.C. /B.C wing. The formation of the wing completely depends on state president. He is to obtain permission form national president for appointment of state president of each wing. State body made than the Distt. and Block committee has been completed. No state president of wing appointed before completion of the committees.
• National president permission is mandatory for zonal president and National executive and state president and state executive to obtain permission from zonal president where the state president will grant permission for distt. Or constituency executive. Without obtaining proper permission all executive will be defunct national president will issue the appointment letter of The national executive zone president and state president. State Office barrier, Distt Presient & block President the appointment letter given by State President.
• State president are directed to responsible for printing of I.D. card Rule book and collection funds Coupen distt. President are responsible for issue photocopy of instruction and rules to all area president and its members for there respective distt.
• Association having karbai register, cashbook, appointment record register and dispatch and receive register.
• Indiscipline & Disobedience incurred as If any office bearer or member who deliberately disobey the rules of association for avoid instruction by senior authority, works against the policy of association or break the oath of secretary or break of loyalty/ work against the association to tarnish its image/individual allegation misuse of association fund will in site action.
• Disobedience and indispline will be delt by respective national state discipline committe made by National & State President. Appeal can be made to national president whose decision will be final.State Discipline Committee:
  State president is chairman of committee included with two vice president, one general Secretary and one organization Secretary, one Secretary and is concerned president of Distt. All the indiscipline case decide by the same committee and decision will be given within 15 days with simple majority. There must be at list three members to complete the corium. The appeal against the verdict can submitted within 10 days to national committee.
  National Discipline committee:
  Chairman of National Discipline committee will be national first general secretary. Comprising with 2 vice president, one Gen. Secretary, one organizing Secretary and 1 Secretary. This committee will hear the appeal against verdict of state disciplinary committee and decided within 15 days. The corum of committee will be of 3 members. The head quarter of committee will be Zonal Office, Hisar and camp office or concerned State office. Place of meeting can be change with the permission of national president. Appeal can be made within 10 days to the National President against above committee discission.
  Note: Appeal can be lodged against state president/zonal president and national executive and heard by national committee. But no appeal can be logged against national president and or his verdict.
• Penalties or Indiscipline
  For indiscipline committee can disband or member can be down graded or removed form its Post or can be suspended for certain period from membership of association.
• Seniority of membership
  1. National president 2. Zonal president / Senior vice President National 3. National 1st General Secretary 4. Upto National Other office bearer upto Organization Secretary, 5. State President 6. Other National office bearer 7 State active President 8. State wing president 9. State vice president 10. State general Secretary. 11. Other State office leaders 12. Dist. President. 13. Dist. President wing 14. Constituency president 15. Constituency president Wing 16. Other office bearer of Distt 17. Constituency office bearer.
• Note : Office bearer are according to serial number.
• P.S. & P.A. to National President
  National President have 3 assistant, who works has 1 PS to National President it may be male or female. PS must be at the post of National General Secretary & 2 P.A. to National President must be State General Secretary of any state. They are given some allowance from National fund. They used any mobile sim and are sim using by them are in the knowledge of President. If extra sim found then he/she remove from the post.
• Election of Organization
  All the election will be held under supervision of national president. office of national president will issue election notification for National Executive and state executive, appoinment of state election officers along with time and date of process will be declared. All the distt. Election officers informed well in time to there contestant with date & time for filling his nomination. Security amount deposited by wining candidate will be retain while the looser will be returend. Wining candidate are suggested to deposited donation as mentioned in Para 20. The election process will start two months before of expiry of previous committee. The new committee will take charge from the expiry of previous committee. National office bearer/zonal president /state president or state organization. will be nominated, before there nomination they must have been members of state executive. Member of state executive. Dist. President/block president to be delegate member of association only delegate members cast there vote in such election
• The oath ceremony will be organized for zonal president/state president within 2-3 months from there appointment date.
• The national office zonal offices, state office will work from Tuesday to Sunday from 11 AM to 3 PM & closed on every Monday.  The timing of Sunday from 11 AM to 4 PM. National office will be provided computer/telephone and other office staff. Included private asst. to national president, security guard,computer operator office Secretary. And a driver and a peon they will be paid form association. Similarly State office will be provided staff for smooth working if fund deposited allowed.  The National General Secretary will be the Parbhari of National Office, if he want to work office secretary also. State General Secretary will be the parbhari of Zonal Office or State Office.  If he want to work office secretary also. It may be male or female.
